Scott Kennedy — Master Mariner | Marine Surveyor | Marine Consultant

Scott Kennedy is a Master Mariner and experienced marine surveyor and consultant with more than 40 years of professional experience in the Canadian and international marine industry. His career encompasses shipboard operations, statutory vessel inspection, marine safety and security regulation, occupational health and safety, marine surveying, vessel compliance, safety management systems, and senior executive leadership.

Scott graduated from the Canadian Coast Guard College with a Diploma in Nautical Science in 1984 and obtained his Master Mariner Certificate of Competency in 1990. He began his career with the Canadian Coast Guard before joining Transport Canada Marine Safety, where he progressed through increasingly senior positions, including Senior Marine Surveyor, Manager/Steamship Inspector, and Regional Director, Marine Safety and Security.

From 2007 to 2017, Scott served as Transport Canada's Regional Director, Marine Safety and Security, with responsibility for the delivery and oversight of marine safety, marine security, regulatory compliance, and occupational health and safety programs. His executive responsibilities included the interpretation and application of marine legislation, regulations, standards, and policies, as well as providing strategic advice on complex marine safety and transportation matters.

In 2018, Scott established Kennedy Marine Services Inc., where he serves as President and Principal Marine Surveyor. He provides marine surveying, inspection, auditing, and technical consulting services to vessel owners and operators, government agencies, commercial fishing companies, marine insurers, financial institutions, shipbuilders, and marine training organizations.

His professional work includes Condition and Valuation Surveys, vessel inspections and audits, International Safety Management (ISM) audits, Transport Canada tonnage measurements, DFO vessel length surveys, Marine Safety Management Systems, regulatory compliance, vessel construction and reflagging, vessel registration, and marine occupational health and safety.

Scott holds a number of professional appointments and qualifications, including Transport Canada Appointed Tonnage Measurer, Transport Canada Authorized External Vessel Survey Resource, Accredited Marine Surveyor with the International Institute of Marine Surveying (IIMS), and marine surveyor appointments with international flag administrations and classification organizations. He has also completed professional qualifications in marine corrosion and vessel stability evaluation using ISO 12217.

Since 2021, Scott has served as Chairman of the International Institute of Marine Surveying (IIMS) Canada, contributing to the advancement of professional marine surveying standards and the marine surveying profession in Canada.

With experience spanning shipboard operations, regulatory enforcement, statutory inspection, executive management, and private marine consultancy, Scott brings a practical and regulatory perspective to vessel safety, condition assessment, compliance, and marine risk management.

Lionel Comeau is a naval architect and marine safety professional with more than four decades of experience in the Canadian marine industry. A graduate of the Marine Institute in St. John’s, Newfoundland, he began his career in ship design and construction and went on to build extensive experience in naval architecture, vessel inspection, regulatory compliance and marine safety management.

Lionel spent more than 20 years with Saint John Shipbuilding Limited, where he held progressively senior positions in naval architecture and design. His work included commercial vessels, Canadian Patrol Frigates, Coast Guard vessels, offshore structures and specialized marine projects. Over the course of his shipbuilding career, he was involved in vessel design, stability, structural arrangements, machinery and outfitting, production planning, technical specifications and supervision of multidisciplinary design teams.

In 2000, Lionel joined Transport Canada Marine Safety and Security in Saint John, New Brunswick. As a Senior Marine Inspector, he conducted inspections of Canadian vessels, issued statutory certificates and served as the Atlantic Canadian representative for fishing vessel issues. He also participated in national committees involved in marine regulatory reform. From 2014 until his retirement from Transport Canada in 2017, he served as Manager of the Transport Canada Centre in Saint John, with responsibility for the day-to-day operation of the office and supervision of its staff.

Since retiring from the federal public service, Lionel has worked as an independent marine consultant. He has supported organizations throughout the commercial marine sector, including fishing vessel operators, commercial fishery companies, aquaculture businesses, fisheries associations, commercial ferry operators and naval architecture and marine consulting firms.

Throughout his career, Lionel has combined practical shipbuilding and vessel-design experience with extensive knowledge of Canadian marine regulation, inspection and safety management. His broad perspective—from the drawing office and shipyard floor to vessel inspection, regulatory administration and management—provides him with a practical understanding of the technical and operational challenges facing vessel owners and operators.
